Ghana’s transition office which has been mandated to ensure a smooth process, lacks basic resources to carry out its mandate. This according to reports, could be a huge challenging factor for the Administrative general’s office, challenges towards achieving a stress free transition to a new government.
The Administrator General’s office is reportedly under staffed, works without a car and resorts to the use of illegal commercial motorbikes popularly known as ‘okada’ to undertake its activities.
Some of the responsibilities of Ghana’s transition office which is said to be handicapped, is to take stock of all government resources including cars, bungalows, furnishing, and lands. Other duties of the office include; taking an audit of assets of the state, those at the presidency, those at the ministry departments and agencies, and documenting them as well.
According to David Yaro, the Administrator General, the volume of work can only be achieved through the availability of the resources, which the office is lacking.
Speaking to he media, Mr Yaro stressed that the office is in dire need of persons with IT skills to handle some operations in the office. He also said the office required an integrated technology system to enable it keep track of all government purchases, such that records of state assets are up to date to facilitate smooth handing over to new governments.
The concerns expressed by the office follows a revelation by a governance fellow at the Institute of Economic Affairs (IEA), Professor Ransford Gyampoh, that the transition process was going to face several challenges. Professor Gyampoh had said that Ghana’s transition office is in dire need of resources, to execute its mandate.
President Mahama on Saturday announced the 16-member team comprising seven members of the National Democratic Congress government and nine from the New Patriotic Party (NPP) who will be leading next government.
The team also includes the Head of the Civil Service, Head of the Local Government Service, Secretary to the Cabinet and the National Security Coordinator in accordance with the provisions of the Presidential Transition Act 2012 (Act 845). The team is expected to account for government resources, agree on the deadlines for the vacation of official residences by government officers and payment of benefits.
