NPP to Review Mahama’s Last Minute Appointments

Incoming NPP government has said it will review Mahama’s appointment of new CHRAJ and NCCE Chairpersons. 

President-elect, Nana Akufo-Addo, might review the appointments of the new heads for the Commission for Human Rights and Administrative Justice (CHRAJ) and the National Commission for Civic Education (NCCE).

President John Mahama on Tuesday, swore in Ms Josephine Nkrumah and Mr Joseph Whittal, as chairpersons for the NCCE and CHRAJ respectively, after the two positions had been left vacant for over a year.

Mahama’s appointments came barely two weeks before his handover of power on January 7, after losing the last presidential elections. This unusual move however, raised eyebrows among some stakeholders, especially the incoming New Patriotic Party (NPP). The said appointments which were termed suspicious by the NPP, caused the party to challenge the outgoing President’s authority.

These agitations subsequently gave rise to a lawsuit filed by Legal Practitioner Philip Addison against President Mahama, challenging the late appointments. According to the Lawyer, the outgoing President may have the power to make appointments until the midnight of 6th January, 2017, before his handover; but in the spirit of the law, he cannot make appointments that will tie the hands of the incoming President.

Following Mahama’s last minute appointments as well as the circumstances surrounding it, the incoming government has issued a statement, to address the issue. Part of the the statement reads:

It is the view of the President-Elect’s team, that these appointments coming barely 24 Hours after the agreement and less than three (3) weeks away from the inauguration of the incoming President is most disappointing and exhibits bad faith.

The statement signed by Yaw Osafo Marfo, Nana Addo’s representative on the transition team, served a notice that the NPP government is likely to review Mahama’s appointment of the principal officers.
